For decades, the U.S. government has treated the Helms Amendment as a blanket ban on the use of U.S. foreign aid funds to provide abortion care overseas. This overly strict interpretation of the law has meant that all around the world, women in the most desperate of circumstances—those who have been raped or whose lives are threatened by their pregnancies—cannot count on finding help from clinics funded by the United States. It's time for that to change.
