The Senate attempted to pass the 20-week abortion ban previously passed by the House. The "Pain Capable Unborn Child Protection Act" relies on the medically-disputed theory that by 20 weeks a fetus can feel pain. The bill imposes mandatory waiting periods even for rape and incest survivors, and has no exception for extreme fetal malformations or to protect women's health. Population Connection Action Fund opposed the bill, which failed to pass the 60 vote threshold needed in the Senate .
